Current picture
HRM reports further violence and displacement in Puncak during April–June 2026, including concerns over civilian settlements.
What protection, assistance and functioning services are available to displaced families?
Background
Puncak’s displacement history includes violence around Beoga and later operations elsewhere in the regency. After two teachers were killed in April 2021, ANTARA interviewed a health worker seeking evacuation, describing closed shops and shortages. That episode connects civilian safety directly with the ability to keep local services operating.
Later monitoring records renewed violence and displacement in Puncak. Returning home requires more than a decline in headlines: residents need safety, food, functioning services and access to their villages. Puncak and Puncak Jaya are different regencies, and this case also remains separate from Nduga and Intan Jaya.

UN experts call for humanitarian access
UN experts described prolonged displacement since late 2018, interrupted food, healthcare and education, and restrictions on relief access across highland Papua. Their appeal calls for independent investigations and durable solutions. The regional estimates cover several conflict areas, rather than this regency alone.

Church network reports intensified operations
The World Council of Churches relayed Human Rights Monitor’s account of increased deployments and raids, naming Nduga, Puncak and Intan Jaya among the main affected regencies. The report links military operations with community fears, including around schools and healthcare. This is a monitoring assessment, not a new census of displaced people.

Komnas HAM hears from displaced residents
The Puncak regency reported a Komnas HAM visit to Ilaga and Gome to hear displaced residents and discuss emergency assistance, recovery and return. The page gives an inconsistent weekday and date for the visit, so this entry retains the verified month rather than assigning a precise day.
