Current picture
HRM’s April–June monitoring describes civilian harm and renewed displacement in Intan Jaya. Incident records need village-level verification.
Can affected families obtain care and assistance, and what would make return safe?
Background
Violence around Sugapa and surrounding districts has displaced civilians and limited access to services. The killing of Pastor Yeremia Zanambani on 19 September 2020 became a major reference point in church and humanitarian investigations. Those records need attribution and should not be reduced to assumptions about the motives behind every later incident.
Human Rights Monitor’s second-quarter 2026 account describes further operations, civilian harm and displacement in Intan Jaya. Watch follows the specific villages, dates and sources involved, including whether assistance reaches displaced families and what would make return possible. A regional estimate of displaced people is not an Intan Jaya count.

Amnesty InternationalUN experts call for humanitarian access
UN experts described prolonged displacement since late 2018, interrupted food, healthcare and education, and restrictions on relief access across highland Papua. Their appeal calls for independent investigations and durable solutions. The regional estimates cover several conflict areas, rather than this regency alone.

Church network reports intensified operations
The World Council of Churches relayed Human Rights Monitor’s account of increased deployments and raids, naming Nduga, Puncak and Intan Jaya among the main affected regencies. The report links military operations with community fears, including around schools and healthcare. This is a monitoring assessment, not a new census of displaced people.
