Current picture
HRM’s second-quarter monitoring includes renewed security operations in Nduga. Safe return, schooling and healthcare remain central to this case.
Which villages and services are accessible, and can independent observers verify return conditions?
Background
The present displacement case has a major starting point in the December 2018 killings at a Trans-Papua road worksite and the subsequent security operations. Accounts of the victims and circumstances differed; Human Rights Watch called for investigation and protection of civilians on all sides.
Later monitoring follows people living away from their villages, the interruption of schooling and healthcare, and the conditions needed for safe return. A district-wide total cannot be inferred from one incident or one destination. Nduga has its own chronology: figures and events from Puncak or Intan Jaya should not be imported into it. Access for independent reporters and humanitarian workers affects what can be verified.

Displaced children attend emergency school
VOA visited a temporary school in the Weneroma church compound in Wamena. Volunteer teachers and families were trying to continue children’s education after displacement from Nduga. Children’s school records and funding were difficult to transfer, showing how the consequences persisted beyond the initial flight from home.

UN experts call for humanitarian access
UN experts described prolonged displacement since late 2018, interrupted food, healthcare and education, and restrictions on relief access across highland Papua. Their appeal calls for independent investigations and durable solutions. The regional estimates cover several conflict areas, rather than this regency alone.

Church network reports intensified operations
The World Council of Churches relayed Human Rights Monitor’s account of increased deployments and raids, naming Nduga, Puncak and Intan Jaya among the main affected regencies. The report links military operations with community fears, including around schools and healthcare. This is a monitoring assessment, not a new census of displaced people.

Second-quarter monitoring
HRM’s April–June 2026 report records further operations and concerns for displaced civilians. Its regional totals are not a count for this case alone.
