In the early 1960s, political institutions were emerging in Netherlands New Guinea while the territory’s future was being debated internationally. This chapter introduces the New Guinea Council period and the setting in which later negotiations took place.
Indonesia and the Netherlands signed the Agreement concerning West New Guinea on 15 August 1962. It provided for transfer of administration through the United Nations Temporary Executive Authority before administration passed to Indonesia in 1963.
The 1969 consultation remains central to disputes over West Papua’s political history. This site treats it as a sourced chapter: the institutional record, scholarly interpretation and Papuan accounts should be presented with clear attribution rather than flattened into a single anonymous voice.
Indonesia enacted Law No. 21 of 2001 on Special Autonomy for Papua. Later changes to governance, provincial boundaries and the implementation of autonomy are part of the continuing institutional history of the region.
